UEFA CEDB Club Competitions Report 2022/23

AP Sports Law Office conducted research across nine months and attempted to record and “decode” the offences and sanctions imposed by the UEFA Control, Ethics & Disciplinary Body (UEFA CEDB) against clubs participating in the three UEFA club competitions (UCL, UEL, UECL).

The most important findings of the research on the decisions of the UEFA CEDB, regarding UEFA club competitions are the following:

  • In the 3 UEFA club competitions (UCL, UEL, UECL), 1098 violations of the relevant regulations were reported, connected to 50 different provisions of the UEFA Regulations.
  • The most common offence was that of art. 16(2c) DRC, about the lighting of fireworks with 26,7% (294/1098). The second most common is the throwing of objects (art. 16.2b DRF) with 18,2% (200/1098) and third, is the blocking of public passageways with 15,1% (166/1098).
  • The total financial sanctions imposed were equal to 10.839.575€.
  • The competition with the most violations was the UEFA Conference League (495).
  • The country with the most violations was Italy (50).
  • The country with the highest total amount of financial sanctions was France (997.075€).
  • The country with the highest total amounts from fines in the UEFA Champions League was Portugal with a total amount of 488.750€.
  • The club with the most violations was FC Basel 1893 (15).
  • The club with the highest total amount of fines was FC Basel 1893 (421.375€).
  • The club with the highest total amounts from fines in the UEFA Champions League was Maccabi Haifa FC with 366.000 €.

The data and information of the present research can provide useful information and present interesting conclusions to the organizational and judicial authorities of national and international associations, as well as to the administrative and legal staff of European clubs, with an aim of avoiding, counteracting and legally defending similar situations of alleged offences.
